COMMONWEALTH OF PENNSYLVANIA
TELECOMMUNICATION DEVICE DISTRIBUTION PROGRAM

The Telecommunication Device Distribution Program (TDDP) provides telecommunication devices to persons certified as being deaf, deaf-blind, hard of hearing, or speech impaired. This program is free of charge to people who meet the following requirements:

1. A licensed physician, audiologist or speech pathologist must certify disability.
2. The applicant must be 6 years of age or older.
3. They must be a resident of PA.
4. They must have telephone service and possess the ability to learn how to use a TTY.
5. People who currently own a TTY are not eligible.
6. The applicant must be within income guidelines. The only income considered is the student's income, not the parent's income. If the applicant earns less than $17,180/annually they are eligible for a TTY.
